I haven't followed this in detail, but there were separate drivers, 
then Adobe assisted Microsoft with improving the PostScript drivers,
then Adobe released their own drivers.  At least on NT4, there are
still Microsoft and Adobe drivers.

It "Optimise for Portability (ADSC)" is NOT selected, then Windows 95
adds the line "%%PageOrder: Special".
This tells you that you can't reorder the pages.  The other DSC lines 
do give you some useful information.
