Generally they are new. Segfaults being the major category.

Then you can use it with the latest AFPL release, or ask them
to dual license it so it can be used with GPL Ghostscript as well.

In the sense that they're the older version, they tend to contain
less functionality than the latest AFPL or commercial Ghostscript
release. But there are also GPL-only third party components that
cannot be used with AFPL Ghostscript, so it works both ways.
