Not really, because it depends on the Ordering in the PDF file :-) The PDF 
you sent has (IIRC) Adobe/Identity.

Its the CMAP table, of which there might be many sub tables. Best would be 
the presence of a 3,1 CMAP subtable, which is Windows,Unicode.

I'll have a play and see if I can make this work, it might be a short while 
as I'm busy with another issue right now.
