3 possibilities:

1) When converting to type42, the wrong font was used
2) The font is not embedded, and Acrobat and Foxit are using the system Arial
3) You have a copy of Arial MT installed in GS as a CIDFont, and GS used 
that in preference to the converted type 42.

Without seeing the PDF and original PS I can't suggest anything else.
