[jbig2-dev] jbig2dec 0.9 release

All,

Upon request, I've made a new jbig2dec release, version 0.9. This is the 
same code as  was included with the Ghostscript 8.54 release, although 
details of the build infrastructure vary.

Version 0.9 (2006 July 27)

 * striped page support
 * successfully decodes ubc test streams 042_9, 042_20
